Councils should co-ordinate the response to the looming winter crisis

 

Research on fuel poverty published today by Citizens Advice makes grim reading. Based on a survey of 386 of our clients who came in to us last February and March, it reveals

  • One in two clients had experienced difficulty paying their heating bills and 77% had been forced to ration the heat they use.

 

  • 30% of elderly clients have had to make the choice between heating and food. This rises to 59% among disabled clients.

 

  • 12% of CAB clients surveyed have been forced to borrow from the Social Fund to pay for fuel with an average debt of over £300.

In the background is the forecast of another Arctic winter, a reduction in the winter fuel payment which will take £50 from those under 80, and £100 from those over 80. Had the current payment for under 80’s - £200 - been linked to the oil price since 2008, it would be worth £283. The Warm Homes scheme providing insulation, benefit checks and energy advice, may not be enough to make a significant difference in arctic weather. In any case, 44% of those on benefits are not applying to the scheme, and this rises to 92% for those on Working Tax Credit and Pension Credit. In 2010 the Assembly was told that of the £20m available only £2.3m had been spent in the first 8 months of the year. The Warm Homes Plus scheme offers more substantial help with the installation of efficient boilers and central heating, but the access by those on benefits remains very low.

CAB has called on Councils to co-ordinate a community response to the "perfect storm" which is gathering.
